                 The Memoriall
A way may bee shewn to this State how the subjects thereof shall encrease their constant Revenues to the vallew at least of 1200000 li [yeally wher? H deletes] <H: yearly> <left margin, H: wher-> by the State may reap to itselfe [H deletes 2? words] <H: without> any sesment taxations customes or subsidies to bee impossed upon the subject,[H punctuates] the worth of 300000 li sterling yearley,[H punctuates] by which meanes besides other, <H: advantages> a[altered] Way may bee shewn how to maintaine 24 ships of 400 tuns a peece and 24 pinaces of 150 tuns a peece ready for warre, to guard the Coast to preserve Fishermen and to bee convoyes for merchant men to secure the trade. Moreover to encrease the Trade &bring employment to Sea men and other people that are Poore and a Burden to the State for want of employment a[H alters] way to setell a Plantation may bee discovered, which shall yeild unto England without dissbursment of monies,[H punctuates] all the Commodities which now are bought amoungst strangers for monie, soe that from hence other neighbouring Places cheifly the Northerne Countries may bee furnished therewith at cheap rattes. And besides this and other advantages more the Plantation may bee soe ordered, that it shall ordinarily both in time of Peace &Warre (if it bee not extreame) furnish the 12th man of the wholl Plantation for ordinarie service to the State[H alters from Stat] at Sea and in case[H alters from casse] of extreame necessitie it shall furnish the 6th man entertained,[H punctuates] soe long as need shall bee. Only one thing is desired by way of prevention beffore a particular and full discoverie bee made of these wayes to the end that the State may not bee defrauded of that benefit which otherwise[H alters] wee may[H deletes] <H: it will> certainly receive,[H punctuates] and that all matters for want of order and not in conffusion and bee dissappointed in the event (I say) on only thing is desired beffore a particular by way of prevention of these inconveniences namely that some Ordinances may bee made by authoritie of Parlliament to Regulatt the proceedings of these matters soe,[H punctuates] as shall bee thought expedient upon further [catchword: discoveries]
