That whereas your petitioner lived in the highway near unto Cockley Chapel and there being the divine worship and service of God kept upon Sabbath Day and other days... there unto adjoining and a great Congregation thereunto belonging guests or visitors which come [so] far... After they have received good food for their souls yet want some refreshment for their wearied bodies as meat and drink betwixt the divine service some not willing to trouble their friends, and some not having friends to go to and so desire some meat or drink for their money to satisfy their fainting stomachs; Secondly that he liveth in the highway betwixt market Town and market Town, two miles from any market Town as between Bolton and Bury, Manchester and Haslingden, Blackburn and Burnley... and all these Northern parts and so that travellers may have some meat and drink to refresh their wearied bodies and may have lodging for their money; Thirdly that living so far from any market neighbours may have ale or beer upon present occasion as sometimes need requireth the same, and also that poor neighbours may have some small drink for their moneys towards the relief of their poor families; Fourthly whereas there is a coal mine near upon the said moor that colliers and others that come thereunto may have meat and drink for their money, the winter season drawing in; Fifthly, that he be of good bearing and very careful that no disorder be kept nor drink filled at unseasonable times, we... have hereunto subscribed for these reasons... your Worships to grant him a licence to brew ale or beer and both he and we shall ever pray for your Worships' health and prosperity and so remain.
